Direct consignment
The rule that originating products shall be transported direct from the exporting preference-receiving country to the preference-giving country of destination is an important common feature of almost all schemes under the GSP. This rule is not directly related to the origin of the production processes; it is rather a technical means needed mainly because the customs authority of the preference-giving country requires that the imported products be identical with the products which left the exporting beneficiary country and be not manipulated or further processed in any intervening third country.第1单元

几乎所有的普惠制方案中都有一个共同点，即要求将原产产品从出口受惠国直接运到目的地给惠国这一规则。此规则与生产加工的原产地并无直接关系，它只是一个必要的技术性手段。这主要是因为给惠国海关当局要求所进口的货物应与离开出口受惠国时的货物完全一致，并未在途中任何中转的第三国内进行过处理或进一步的加工。
